Thanks for asking. The free version of the plugin at wordpress.org does not have migration capabilities (i.e. cannot clone a site to a new URL) - it has backup and restore capabilities (i.e. restore the site at the same URL). Migration capabilities are part of UpdraftPlus Premium - https://updraftplus.com/shop/updraftplus-premium/
